much deliberation in the 1990s,
certain concepts were debated
and adopted and have remained
largely unchanged. Our Village

in order to keep levies down.

Village levies are reasonable
and fair and this type of management
has proved efficient and successful.
Fourteen
years later, the basic concept
is still the same. The emphasis
